Just two years out of law school, Roger B Wright left his job as Idaho Deputy Attorney General and moved his family to Idaho Falls. Here he began his private practice, establishing the foundation for a firm that thrives forty five years later. Roger Wright’s dedication to the law and, more importantly to people, created his reputation for zealous advocacy, professionalism and integrity. Today, Wright Law Offices, PLLC strives to maintain these fundamental tenets in service to its clients.
Wright Law Offices PLLC consists of a few very talented Idaho Falls attorneys and a bright support team. Together we offer East Idaho’s Estate Planning and Business Law Center. We are committed to meeting the specific legal needs of our clients. For example, we understand how to turn the unique challenges facing seniors (or those who will be seniors)—such as long-term care—into opportunities. Similarly, we recognize the importance of business planning for employers, business owners, and institutional clients.
Meet Our Team
STEVE WRIGHT
Steve Wright’s practice emphasizes estate planning and business law, including business/ranch/farm succession planning. He also assists clients with “buy/sell”
agreements, a critical instrument that can assist any business succession plan. He also offers free presentations about estate planning.
Mr. Wright is experienced in counseling clients and transactional work for individuals and businesses. His clients include prominent businesses in media, manufacturing, construction, and professional services.
Mr. Wright previously served as Special Deputy Attorney General for the State of Idaho helping single, indigent parents obtain child support from non-custodial parents. Additionally, he served from 2004 to 2010 as chairperson for a panel appointed by the Idaho Board of Medicine to review medical malpractice claims.
Mr. Wright is the former president of the Idaho State Bar’s Seventh District Bar Association. He is also a former chairperson for the Idaho State Bar’s Labor and Employment Section. He taught Mass Media Law at Brigham Young University – Idaho from 2006 to 2009.
In 1990, Mr. Wright graduated magna cum laude with a J.D. from Brigham Young University’s J. Reuben Clark School of Law, after receiving a Bachelor of Science in Business Management. Prior to returning to Idaho in 1996, Mr. Wright practiced in Houston, TX with the international firm of Vinson & Elkins LLP.
There his practice emphasized consulting and litigation services for clients including Compaq Computer Corporation, Halliburton Company, The Texas Heart Institute, and The Port of Houston Authority.
Mr. Wright previously served on the local leadership committee for the Greater Idaho Chapter of the Alzheimer’s Association®.

The Idaho Film Television Institute, a non-profit company created by Dawn Wells (Mary Ann of Gilligan’s Island) to assist in the economic development of Idaho by providing mentoring, education, and practical experience to students; artists in the film, music and entertainment industries

wife, Julie, are the proud parents of two daughters and four sons. They are also the proud grandparents of eleven beautiful grandchildren.
JANNA WRIGHT BIRCH
In October 2018, Janna began working as an Associate at Wright Law Offices, PLLC, where most of her practice is focused on estate planning and probate. She is also a deputy prosecuting attorney for Clark County.
BOYD PETERSON
Boyd Peterson’s practice emphasizes long term care Medicaid and related issues such as estate recovery, probate, and special needs planning. He has more than 35 years of experience in long term care Medicaid. He enjoys helping people negotiate the Medicaid system when facing a long-term care crisis. Mr. Peterson is a member of the Eastern Idaho Estate Planning Council and the National Academy of Elder Law Attorneys.
He previously served on the Board of Directors for Idaho Legal Aid Services, Inc., Aid for Friends, a homeless shelter in Pocatello, Health West, Inc., a community health center, and the Advisory Board for Health and Welfare in Region VI and Region VII. He served for a time as chair for both Idaho Legal Aid Services and Health West. He is a past member of the Idaho Falls Interagency Council. He also served as a Commissioner for the Shelley Firth Fire District for several years.
Mr. Peterson received an Associate Degree from Ricks College and a Bachelor of Arts Degree from Utah State University. In 1986 he graduated, with distinction, from the University of Iowa College of Law with a J.D. After graduation he worked as a legal editor for Lawyer’s Cooperative Publishing Company in Rochester, New York, where he prepared research materials for attorneys. In 1990 he and his family returned to Idaho and he worked for Idaho Legal Aid Services handling primarily public benefits cases, including long term care Medicaid, housing cases, and other matters. In 1996 Mr. Peterson started his solo practice where he developed his current emphasis in long term care Medicaid and related issues. He also served as the City Attorney for the City of Firth for many years.
Over the years he has made presentations on long term care Medicaid. He and his wife, Lauri, both were raised in the Rigby area and now make their home in Firth. They have two sons and three daughters. Their children are married and have blessed them with seventeen wonderful grandchildren. They enjoy working in their yard, taking road trips, enjoying the outdoors, and spending time with their children and grandchildren. Mr. Peterson loves running, has participated in many races, including the Boston Marathon, and served as an assistant cross country and track coach at Firth High School for thirteen years.
LINCOLN HIGGINSON
Lincoln Higginson is an Associate Attorney at Wright Law Offices, PLLC, where his practice
focuses on estate planning, business entity formation and governance, commercial transactions, contract formation and review, and real estate. He joined the firm in May 2024.
Originally from the Treasure Valley, Lincoln moved to Southeast Idaho after law school to put down roots. He earned his J.D. from the University of Idaho College of Law in May 2023, with an emphasis in Business Law and Entrepreneurship. Before law school, he earned a Bachelor of Arts in History from Brigham Young University-Idaho in April 2020.
Lincoln lives in Idaho Falls with his wife, Tiffany, and their two boys, Wesley and Briggs. He enjoys camping, hiking, and traveling with his family.
MORGAN SNARR
Morgan Snarr is from Riverton, UT and now resides with her husband Carson in Shelley. They have four adorable children which keep her very busy. She also has a photography business called Paint It Beautiful Photography where she enjoys taking “lifestyle photos.” She loves camping and spending time with extended family and has a talent for planning very fun, creative parties! She assists in many capacities at Wright Law Office.
RENAE ACOR
Renae Acor was born in Logan, UT, but raised most of her life in Twin Falls, Idaho. Renae graduated from Twin Falls High School and received an Associate Degree in Office Education with an emphasis in Word Processing in December 1989 and an Associate Degree in Arts and Sciences in April 1990 from Ricks College. Renae worked with the Bonneville County Prosecuting Attorney’s Office from 1993-1998 and in family law for 11 years. Renae and her husband live in Idaho Falls, Idaho, and are the parents of six daughters. They have also been blessed with eight darling grandchildren. Renae enjoys the outdoors and spending time with her family. She also enjoys running and has participated in many races. Her greatest joy is her family. Renae began working at Wright Law Offices, PLLC in November 2022 and is enjoying working in Estate Planning.
JOY ROONEY
Joy Rooney was born in Minnesota and raised in Idaho Falls, Idaho. She graduated from Hillcrest High School and received a Bachelor’s Degree in Healthcare Administration from BYU-Idaho in 2018. Joy is the mother of 3 children and she has had the time of her life being their mom.
JULIE WRIGHT
Julie Wright is the bookkeeper for the office. She grew up in Southern California where she lived until she went off to college. She received her Bachelor of Arts degree from Brigham Young University, and while she studied there she met and married Steve Wright. After college they lived in Houston, Texas for several years before planting their roots in Idaho Falls. Julie enjoys running, though she describes her style as slow and steady and says she will never win any races. Her most favorite things in the world are her husband and her kids. She is the mother of six children, and is Grandma to five of the cutest little girls ever created.
EVY JO GILSTRAP
Evy Jo Gilstrap has lived in South-East Idaho her entire life, graduating first in her class from Bonneville High School. She received an Associates Degree in Arts & Sciences from Ricks College with emphasis in Business. Evy Jo and her husband Pete live on a farm in Milo, Idaho. They count themselves blessed beyond measure to have three sons, their wives and 8 adorable grandchildren living just a few minutes away. Spending time with grandkids always makes for a great day. Evy has always loved camping, fishing, razor riding and supporting high school and college sports. She managed a family construction business for over 30 years. She has worked in the legal field for the last six years and enjoys assisting people in their legal needs.
MORGAN SNARR
Morgan Snarr grew up in Riverton, Utah, and moved to Idaho in 1999. She graduated from Marsh Valley High School in 2006 and now resides in Shelley with her husband, Carson, and their four children. Morgan enjoys photography, traveling, and party planning.
Morgan joined Wright Law Office in 2019 and has contributed in a variety of roles over the years. She currently serves as the firm’s receptionist, where she is often the first point of contact for clients and helps ensure, the office runs smoothly with professionalism and care.

Renae and her husband reside in Idaho Falls and are the parents of six daughters and grandparents to ten grandchildren. In her free time, she enjoys running, participating in races, spending time outdoors and with her family. Her greatest joy is her family.
JOY ROONEY

JULIE WRIGHT
Julie is married to Steve Wright, and together they own Wright Law Offices. She grew up in Southern California where she lived until she moved to Utah to go to college. She met Steve while attending Brigham Young University and they married two years later.
Julie’s hobbies include studying American Sign Language and reading. Steve and Julie have six grown children and eleven fun grandkids that they adore.
EVY JO GILSTRAP
Evy Jo Gilstrap grew up on a farm and horse ranch in South-East Idaho. She graduated first in her class from Bonneville High School. She has an Associate’s Degree in Arts & Sciences with emphasis in Business. Evy Jo and her husband Pete count themselves blessed to have three sons, their wives and adorable grandchildren living just a few minutes away. Spending time with grandkids always makes for a great day. Evy enjoys camping, fishing, and razor riding in the mountains. She loves supporting her grandkids activities along with high school and college sports. She especially looks forward to attending BYU football and basketball games. Evy managed her father’s construction business for over 30 years. She has worked in the legal field for the last eight years and enjoys assisting people with their legal needs.

LILLIE BAILEY
Lillie Bailey was born in Houston, Texas, but was primarily raised in Idaho Falls. Lillie earned her Associate’s Degree with an emphasis in Legal Studies in 2014 and subsequently served with the Bonneville County Prosecutor’s Office from 2015 to 2019 and all areas of law for 12 years.
Since joining Wright Law in 2026, Lillie has thoroughly enjoyed the work and the opportunity to contribute to the team.
Outside of the office, Lillie is a proud mother of four and grandmother of six. Lillie enjoys
traveling with her husband, baking, and spending time on various craft projects with her daughters and daughters-in-law.
TAMMIE D. WHYTE
Tammie D. Whyte joined Wright Law Offices, of counsel, in 2025, after more than 33 years of
experience as an Idaho attorney during which she gained extensive legal, management, and
business experience. She has worked in both the public sector and in private practice during her
career. Tammie has resided in Idaho since 1992 when she Tammie received her J.D. from
Creighton University School of Law after having received a Bachelor of Arts in English at Fort
Lewis College.
Most recently Tammie served for more than 7 years as the 7 th Judicial District Trial Court
Administrator, where she oversaw court operations for the largest judicial district in Idaho, and
gained expertise managing multiple high-profile cases. In private practice Tammie’s has focused
on transactional and real estate work, as well as business organizational management and in
assisting clients with federal and state governmental compliance.
Tammie has served as a board member for numerous Idaho non-profit organizations during her
career. In public practice she served on multiple Idaho Supreme Court Committees. Tammie is
the former President of the Seventh Judicial District Bar Association. In 2025, Tammie received
The Kramer Award from the Idaho Supreme Court in recognition of excellence in her leadership
and achievements for the judicial branch. Tammie was also awarded the 2026 Professionalism
Award for the Seventh Judicial District by the Idaho State Bar Association.
